Five-under-par is just about good enough to crack the top-30 in Parnu Bay Golf Links, Estonia with the golf course playing 6717 yards and yielding four bogey free rounds of 62.
Spanish duo, Alejandro Aguilera and Jose Luis Ballester Barrio share the lead on ten-under-par alongside Frenchman Paul Beauvy and Jack Ingham.
Power and Foley share 27th place despite their good starts as they look to strengthen their Walker Cup bids.
Power who just graduated from Wake Forest University bogeyed the par-5 18th but was flawless for seventeen holes with birdies on the first, fourth, tenth, eleventh, fifteenth and seventeenth.
Foley who has had a quiet summer to this point birdied four of his opening eight holes but carded just one more on the thirteenth in a bogey-free effort.
Ulster Strokeplay champion Max Kennedy (Royal Dublin) struck the first tee shot on Wednesday morning and he signed for a three-under 69 with US Mid-Amateur champion Matthew McClean a shot further back after a 70 which is only good enough for T78.
Galgorm’s Joshua Hill is 94th on one-under while Brabazon Trophy winner Liam Nolan (Galway) is outside the top-100 on level-par. There were struggles for Paul Conroy and Sean Keeling who are one-over after rounds of 73 with Castle’s Robert Moran on plus two.
Tramore’s Jack Hearn rounds off the Irish scoring on four-over after a 76.
